What component does SDNC pre-load?

In this tutorial - Clearwater vIMS Onboarding and Instantiation there is an SDNC pre-load procedure using the SDNC console and API.  In a production deployment, what component will do this pre-load?

      in a production deployment you can either modify the dg to get this data programatically (by calling a rest api for ipam for instance) or have an external system call the api in sdnc or by adding the values in vid at instantiation time
