Move VES Spec to VNF Requirements

  1. Alok will send the link of the code to make sure the consistency between code and spec.
  2. Andy will reach Steven Wright to move the VES Specifications from VNFSDK to  VNF Requirements before end of Dublin Release RC2.
  3. Andy will share the updates to TSC at 5.16 TSC Weekly meeting.
