2. SVNFM subscribes to ETSI Catalog Manager
3. External NFVO subscribes to ETSI Catalog Manager
4. SDC sends a notification for a service package
5. ETSI Catalog Manager receives a notification
6. ETSI Catalog Manager queries for an SDC notification based on the notification
7. ETSI Catalog Manager gets resource packages under the service package, and stores the ETSI package
8. ETSI Catalog Manager sends a notification to SVNFM for the ETSI VNF package
   1. SVNFM receives a notification from ETSI Catalog Manager
   2. SVNFM queries for a VNF package for the notification
9. ETSI Catalog manager sends a notification to External NFVO for the ETSI NS package
