My original goal was to do all of this in the wiki so that the community could provide in-line comments just like we did back in the spring when we were working through the TSC 2.0 Membership Criteria.  Alas, this was not to be the case. (sad)

The original Community document was a bit of a mess format wise since it was composed in collaboration by several different community members.  After spending a great deal of time and effort I was never able to get Confluence to handle the numbering correctly while doing additions and deletions of paragraphs and even simple in-line edits. Long story short I just finally gave up.  To work around itI dumped the whole thing into google docs and renumbered the paragraphs sequentially after stripping out formatting artifacts from the Confluence export. 

There are a few minor typo/spelling corrections scattered throughout the document, but the wholesale modifications related to TSC 2.0 composition occur in Section 4 where entire sub-sections have been re-crafted, moved or deleted.  I believe that I have captured what was agreed to in principle during the spring composition sessions. 

In an effort for transparency there are 3 versions of the document uploaded to the wiki here. Also you can also view and comment in-line on the final version here if you are able to access in google docs from your location. If you cannot access google docs, please leave your comments at the bottom of this wiki page.
