Policies can support infrastructure, products and services, operation automation, and security. Various stakeholders such as network and service designers, operations engineers, and security experts can use the Policy Creation subsystem to support their goals.

Operations, Security, customers, etc.)The Policy Creation subsystem also provides offline analysis of performance, fault, and closed-loop actions to identify opportunities to discover new signatures and refine existing signatures and closed-loop operations. Lower-level policies can be derived from higher-level policies with included policy translation and derivation functions.. Conflict detection and mitigation are used to detect and resolve policies that may potentially cause conflicts. Once validated and free of conflicts, policies are placed in an appropriate repository.
