STEP 14A NOTIFICATION FROM PNF
A new notification event is sent from the PNF. This was first used by the BBS Use Case.
After the PNF has received a configuration update, the PNF sends a state change event, which informs ONAP is has successfully connected and serving customer-facing services (CFS).
