(1) PCI ENHANCEMENTS
Support the Runtime DB work, and integrate Runtime DB with SDN-C, SON-Handler MS and OOF.

Complete the loop, when a new cell is added A&AI update, SO W/F.
Assign a PCI for the new cell (not considered in R4).When a nbr list is updated a collision/confusion can happen.
