Went through the epics and cleaned up the modules that are in maintenance mode

Henry Yu and Chuyi Guo agreed to look at the rest-client modifications provided by Igor Dysko for java 8 to 11 upgrade. Venkata Harish Kajur was to look into is event client can be marked for retirement. William Reehil followed up with oom on the filebeat requirement to move off of python 2.7, seems no impact in Honolulu since there is a blanket waiver for that image.
