 Enable optional DCAE components in gating

Bulk-PM test fails with this patch https://gerrit.onap.org/r/c/oom/+/129309 due to resource name conflicts. 

Possibly options to resolve

  1. Modify BulkPM tests to include a check if active service deployed before install and tear-down (if exist - skip helm install/un-install of DFC/PM-Mapper) and continue rest of the tests  
  2. Change BulkPM deployment to use different service name via chart override to avoid conflict (basically this would be duplicate instances installed/tear-down under bulk-pm test)
  3. Disable PM-mapper and DFC from default deployment (i.e under kubernetes/onap/resources/overrides/onap-all.yaml) and let existing Bulk-PM test suite validation as-is.

Followup with Krzysztof Kuzmicki /Integration meetings and decide next step.
