When committing code - add all the committers and contributors to get the largest audience possible - get the list from the other jiras in review, consult the list in https://git.onap.org/oom/tree/INFO.yaml#n24 - the minimum subset is Mandeep Khinda, Mike Elliott, Borislav Glozman and Jun Hu.
