Continuous Deployment POC for OOM

As part of the prep for the F2F Developer talks/labs in Dec - we have a rough publicly available WIP POC of an OOM automated deployment of ONAP jenkins job that currently deploys the master build hourly - with associated Kibana dashboards for live and historical health check (working on partial vFW)

This infrastructure can also drive collaboration between the logging-analytics project and the OOM (K8S) and Integration (HEAT) projects by allowing for live and historical tracking of the deployment.
