Common Services is a collection of build-time libraries and run time services that provide general utility functionality for OpenECOMP constituent components. While the Common Services are part of the OpenECOMP architecture, they are released directly by AT&T on Github, rather than with the other elements of OpenECOMP that are hosted by the Linux Foundation.
